Bastok is a big mess and there doesn't seem to be a pattern to it. Plus drawbridge.
Windy is just one huge circle really and is simple to navigate because you can only run in one of two directions and you will eventually find what you need.
Sandy is really easy to navigate since the north and south flow into each other well.
Whitegate can die in a fire though. 6 years and I still don't know how to navigate it because the placements of stairs just seems random and arbitrary.
