Could a White Mage solo the Devil Manta? If so would he have to be at level 75? I am a level 72 and am afraid to fish because I dont know...

If you have maxed or near maxed Enhancing and /RDM for Phalanx, Stoneskin, and enspells, you should be able to take them. Otherwise, the Level 71 ones may be too much for you until 74 when you can sub /NIN with Utsusemi: Ni. This is all assuming you bring a decent weapon and shield (if applicable) of course. You're not going to kill one with an elemental staff =P
I wouldn't know from first-hand experience though.
