Because you can never have enough pretend money! Think of the uber character they could have!! Oh wait....they could just create that too huh....hmmm....what would they accomplish by stealing accounts and other peoples items and gil.....people would get mad...people would quit....they would lose real money.....ya that would be the profitable thing for them to do! Lose customers, lose revenues, when they can just create the gil/items instead of steal them!
