Can we give our npc buddy that we summon AF gear?or is there a quest to unlock it? How about
armor only they can use?

The last update supposedly added greater equipment variety for NPCs. The update notes also said that the "equipment requirements" changed. I doubt anyone has had the time to find out what all of the new equipment your NPC could show up wearing.
Though I doubt AF would be used. It would be strange to see AF from only a few jobs used (like PLD AF for Stalwart Shield) while AF from other jobs weren't (it wouldn't make sense for any of the NPC roles to wear BRD AF).Lyonheart
