There's no minumum level for besieged, you just have to show up in Al Zahbi. To get any reward for it you need to finish ToAU mission 1, which just involves going to a staging point. You could do it at level 1 with oil and powder. To participate effectively in besieged is another matter. For a job that deals damage, you probably want to be level 70+ for a level 8 besieged. If you can cure and raise you can get away with a lot less.

I wish I had at least been there when we lost. I logged in about an hour after it was over when I finished catching up on Bleach. >.>
