One of the NMs in the highlands spawns during the New Moon. How do I know when it is a new moon?

type /clock and it'll tell you the current moon state.

or you can use the vana'navi flash applet off to the side here and let that tell you

Go to your menu under "Current time". Its displays the time and moon phase, just like typing in /clock.
