Fruit has worked in the past too. Baehu-Faehu by the gate in Waters sells oranges for about 30g.

As of last year's harvest festival, fruit could not be used as a treat.... But yes, everyone should've stocked up on cookies/candies asap. Once the event starts, it's no-holds-barred as far as prices go. (Personally I bazaar ginger cookies for 1k each). But you can use apples to make baked apples, they use few materials and are considered treats.

If fruit is allowed, that vendor in South Sandy that sells Sandorian Grapes would be a good choice... Cant remember how much she charges though.
Oh Goblin Chocolate is sold in Lower Jeuno in the Goblin shop.
