You cannot equip the sickle its just an item in your invitory that allows you to harvest.

as previously noted you can steal the cotton from the mandies in the tahngori canyon (as well as the fact they drop it), and the onese that are in the very first section (the mountains that you are in when you first zone) are pretty easy and should be soloable by your rdm (although thf is better cause steal). As far as funding, if you are doing clothcraft, kill the yagoudo monks around there, they drop wind crystals as well as their necklaces can be cut up with the wind crystals into grass thread which sells nicely, to build up gil for a purchase of the cotton. Dont forget to kill the bees for the chips which sell well, honey again good seller, and crawler's for silk...although I personaly recommend just keeping the silk for your own personal use later clothcrafting but that is just me.

Thanks so much for the help! I should probably level up my character in Windy to be able to harvest in Giddeus.
