It said more solo content, that doesn't mean it will be 100% soloable. SE also said the expansion will have a lot of high lvl content, so a new uber zone is very feasible.

And yes, the NPCs have something to do with AU. Doing some of the quests they mention the Empire of AU specifically and give hints to later quests that will take place there.
