Please read carefully on how to do it without wasting your gil.
What treats can be traded
*cookies (Ness Rugetomal in Windurst Waters sells cinna-cookies and Acorn Cookies; the troupe sells Ginger Coookies)
*chocolate (can be obtained from Goblin NPC in Lower Jeuno)
*garlic crackers (4 gil each from npc in lower jeuno in Neptune Spires Inn, the cheapest way as mentioned by several reliable sources)
*anything from AH-Food-Meals-Sweets Category will work. No other category will.
You cannot trade fruit this year. I tried trading saruta orange and the npc refused it. So please do not load up on stacks of fruit expecting to get an item, you are just wasting your gil.

halloween event items (see below on how to obtain them)
Before taking part make sure to take all halloween event items out of event storage, so NPC does not give you that item. If you keep the item in storage, the npc will give you that item, because it believes you do not have that item! You can always put them back in storage later. Hint: if you are having trouble getting halloween items, put the ones you have in storage, and start over. It will help out.
To get the items first purchase 2-3 stacks of each sweet that stack to 99 that you can buy from NPC), and set up macros (i.e. /item "Garlic Cracker" <t>) for each. Now go to a costumed NPC and trade that item. The first time you will always get a mob effect. Cancel the effect and go to another costumed NPC. Trade that NPC that same item until the NPC gives you an item. You will do this for each sweet (when you change sweets, go to another NPC to get the mob effect). Make sure you go to an different NPC each time. It will take several trades to get an item. If you go through an entire stack without getting an item, it is in the best interest to wait til the next game day before trading.

Nothing: Pumpkin Head II
Trick Staff + Pumpkin Head II: Treat Staff
Pumpkin Head II: Horror Head II
Nothing: Trick Staff II
Nothing: Pumpkin Head

Personal note: It is possible to get Trick Staff II or Pumpkin Head while trying to go for Treat Staff or Horror Head II. Your results will vary on getting the NQ items.

How to obtain Pitchforks
Get in a party with one other person. Trade a sweet to get in a mob effect. The mob combo will vary by zone. Citizenship should not matter.

Windurst Woods: Shade + Ghost (Nhobi Zalkia + Taraihi-Perunhi)
Windurst Waters: Wolf + Shade
Bastok Market: Wolf + Ghost
Bastok Mines: Shade + Skeleton
San d'Oria South: Ghost + Skeleton (Phamelise + Corua)
San d'Oria North: Wolf + Skeleton
HQ Pitchfork in Windurst
1. Head to Windurst Woods and equip Pitchfork.
2. On second floor of AH there is a skeleton NPC Millerovieunet. Trade to obtain a Goblin effect.
3. Head to the Decoration that is near the Dhalmels G-9. You will obtain Pitchfork +1.

1. Head to Windurst Waters with pitchfork equipped
2. Get Goblin Effect
3. Head to decoration to K-6
HQ Pitchfork in San d'Oria
1. Equip pitchfork and head to Southern San d'Oria.
2. Trade to Machielle to become Goblins
3. Run west to an decoration at I-7 to obtain Pitchfork +1.

1. Equip pitchfork and head to Northern San d'Oria
2. Get Goblin Effect
3. Head to decoration at D-9
HQ Pitchfork in Bastok
1. Head to Bastok Mines and equip Pitchfork
2. Turn into a Goblin
3. Head to H-7 for a decoration
