The easiest one to check is Minet. See how much attack you get either from Cornette (Minuet +1) or from Cornette +1 (Minuet +2).

Potency of any Madrigal, Minuet and Requiem songs all seems to be affected by instruments although there isn't much difference between NQ and HQ.

Are all these percentages the same for weapon delay?

First of all, it is very hard to verify this because we have to manually count the number of swings over time. To get accurate result, we need to capture movies frame by frame and see the difference.

Therefore, the answer is still unknown. What I only know so far is the spell, Haste, shortens 15% of recasting time and 12.5% of weapon delay.
