just like u mentioned, it indeed symbolizes a long vowel sound, and that's the sole purpose served by it. whenever it carries such a sound, whether Hiragana or Katakana, we just use it, such as "�ー�" or "���ー" as response. r they formally adapted? obviously not. but we use those very often in our normal lives.
it simply reflects the way we talk. even in English, we'd write things like "wusup" and "heeeeeeeeeeeeeey" and we know we don't use them in our papers. but do we use them in the informal part of our lives? obviously we do.
