Help with item 'Dragon Chronicles'?

After completing the "Eco-Warrior" quest a few days ago, (whew, big alliance!) one of the items that was given was something called 'Dragon Chronicles'. It says that it's a rare, untradeable item, with a description of "Lvl 4 All Jobs" and the pic is that of a page, or document of some type.

Which is all very well and good, but I haven't a clue what it's for!
Can anyone offer any insight?

When "used", this item gives you experience. The amount of experience it gives is a % of the total experience required to go to the next level up.
