Anyone know what quests in Bastok you have to complete before this one is open?

You go to the Garlaige, and you check ??? on the floor of some rooms.
But, you should have a high level or a high skill.
Or, it becomes possible by someone's help of the high level.

no no not that warp quest. The Blm lvl 17 warp spell. A guy in metal works gives the quest but you have to unlock it first. Just wondering how to unlock it.

First of all you have to have enough Fame in Bastok before Unlucky Rat will give you the quest. I think its something in the region of 25 quests, then he will give you the warp quest and all you need to do is trade him a Slimey Oil to grease his machine(ooerr missus) and he will hand over the warp scroll.
