Off Topic Adobe Premiere question

Hey, I havnt used Adobe for a while, 2-3 years*, and I can remember most things, but theres several things I still cant do. #1Q. How do I lay text over video.
#2Q. This is actually something ive never been able to do, its kinda hard to explain so if you dont get it, just dont worry about the question . - How can I paint over video, ex - if you have ever watched MXC or some kind of sport on TV, they will drag a bar across the screen and display a persons stats or something, you get the idea (Im not trying to do stats, im thinking more of a solid color steaking across the screen that I can write some text in)

anyways like I said, Im bad at explaining shit, anyways, if you can help me thanks.

Oh and 1 more thing, a good video resolution thats pretty small and dosnt look like shit.

If I understand what you're asking,
I would suggest if you want it streaking, just make a solid color, then use motion to make it streak across, then write text onto it after that.
