As far as I know players can't use that
I thinks they just replaced the animation in the FFXI files and used something like Fire III in-game.
Correct me if I am wrong.

what Stanislav said is correct. no one can use that spell as of now. square will obviously plan on using it once they start raising the level cap upwards to 99 and what not, but as of now, there is no official notice about meteo or any of the other spells that are posted in this area of the forums.

all it is is someone that got bored and wanted to show off his video editing techniques. if someone ran by and saw them casting, they'd see like Bio or Fire II or something like that.
