The site should be online now. However, I found little ppl still can't access it at the moment because of suck proxy servers think it still downed.
Try clean the cache from your IE and try disable of using proxy server and click refresh in IE.
To clean the cache:
Tools/Options/General/Temp. Internet Files/Files
To disable proxy server in IE:
Tools/Options/Connection/LAN/Proxy
They are the way of IE6. However, IE5/5.5 are very similar too.
If you still can't access it. Try access it directly from the ip http://61.15.62.192
