It is an abjuration used to uncurse the Cursed Breeches into Crimson Cuisses.

So like if you bury those in the same place as the RDM boots it'll turn into those? or is it some far off ass place like Xarcbard and you have to talk to like 30 NPC's?

Cursed Items are crafted. They are typically skill 90+ recipes, and use rare ingredients. The Abjuration is traded along with the Cursed Item to a man in the Cathedral in order to remove the curse. Difficult things to obtain, that's for certain.

Cursed cuisses become crimson cuisses.
