Pretty sure that is edited.
I am thinking Photoshop with an exacst same layer over the top of it with Overlay as the setting. Boost the top layer to about 5-10 with Brightness and then 10 Gaussian Blur.
Could be wrong. Usually name in this game will appear like that when this has happened.
