The following is a public safety alert to all citizens of Jeuno:
Fellow Jeunoans,
It is with a saddened heart that I relay to you the terrible news; During the period of time between 18:03 to 18:51 of Firesday, the heinous criminal known only as the "Tarutaru Stalker" victimized and brutalized his latest victim (name withheld). The victim is believed to have been a pilgrim from Windurst, sent on pilgrimage to the Upper Jeunoan church by decree of the Priestly Council of Heaven's Tower. It will take some time to provide more details as the victim is, at present, shaken deeply and suffering from shock.
The following is a chain of events our royal profilers have put together, based on the data and photographs a visiting asian-model Hume vacationer had provided. Please take caution, as the images and conceptualizations are of an especially cruel nature, and may be inappropriate for some citizens.
18:03, Firesday:
Based on testimony from fellow church patrons, it is believed the victim first departed the church, where he had concluded a sermon involving a large gathering of Priests from all walks of Vana'diel. The victim was stated to have left the church alone.

18:20, Firesday:
Exiting the church, the victim was seen heading in a southernly direction down the main boulevard, towards the great Juenoan bridge leading to Batallia Downs.

18:33, Firesday:
It is believed the victim stopped in front of the Upper Jeunoan tavern. We believe the victim possibly comtemplated a quick respite to rest his weary legs and refresh his travel-worn body before departing Jeuno.

18:36, Firesday:
At this time, though details are sparse, we believe the "Tarutaru Stalker" was observing the movements of the victim from a crevice near a residency adjacent to the tavern.

18:38, Firesday:
Having chosen his target, it is believed the "Tarutaru Stalker," a Galka of powerful build and size, easily overpowered the small victim and carried him to a spot behind the Chocobo Stables, where the "Tarutaru Stalker" proceeded to brutalize the victim. The Jeunoan detectives believe the victimization occurred here due to physical evidence found at the scene, including torn articles of clothing belonging to the victim.
Be warned, the next image is particularly tragic.

18:51, Firesday:
The victim was found at this time huddled in a corner of the Upper Jeunoan slums, apparently having been abandoned there by the assailant. The victim was reported by bystanders to be unable to move, and in state of complete shock and agony, repeatedly mumbling "Ouchy-wouchy, it hurts all over... " Tragic.

The Jeunoan Order of Knights recommends all Tarutarus, thus far the only race victimized due to this heathen's perversions, to remain indoors until the criminal-at-large is apprehended. If you must travel, do so with the assistance of a partner. Jeunoan Knights will be stationed in all corners until this scoundrel is brought to justice.
The following is a sketch made by our royal artists. If you should see any Galka fitting the description depicted herein, please contact your local authority immediately. Do not make any attempts to approach the scoundrel, as he is believed to be very dangerous.

Stay safe, good Citizens,
Sir Wolfgang
Captain of the Royal Order of Jeunoan Knights
