Campaign tempaory items

So I'm just starting to get back into FFXI seeing how fun/easy it is to get xp from Campaign. I noticed that when I start a campaign in areas not under my home nation's control (San d'Oria) I cant get any temporary items from the officers out there. Do they become available after latter missions/campaign ranks? If you can never get temporary items from then this is not providing motivation for fighting in a foreign control zone if I cant get reraise.

No Ifs Ands or Buts about it.

No, under Beastmen you have no access to temp items. Level WHM sub or do Campaigns your country controls. Problem solved.

To be the best in this game...you must help each other become the best.
