The golden rule is "if it doesn't land for damage, it gives it/you no TP." Poison shouldn't give TP.
Your concern is justified but I'm fairly sure DoT is one of the things that stays the same in Ballista. You can pester DRK and BLM mobs until you get hit by Bio II and then go cast Bio II on a player and it should be the same. Or some other DoT spell with less variable damage.
Staves don't do anything for DoT, they just make the spell more accurate and give Dia/Bio the 10% damage bonus to their initial damage.
Poison is one of those odd spells - am I right in thinking it gives very low tp to a mob, unlike a lot of other spells - or did I just pull that out of nowhere?
I'm skeptical about tests in Ballista since we all know that sometimes abilities and magic change slightly in Ballista. But one easy way to test is to find a mob with low and constant HP and see what happens to its HP% when you cast a DoT on it.
