lag and chat flooding

I was doing an assault with my ls tonight and on the way to the agency there was a shout for some mission or other, one of my party commented about blacklisting the guy. I asked why and he said because of chat flooding, 5 messages in quick succession. In my chat log though, there was just the one. Could this be caused by lag or is something else going on? And which one is likely the 'real' result?
Chat flooding is something that really annoys me and I never tele people who do it, but I'd hate to think it was just because of a glitch and not them actually doing it.

it could be lag, although it would be causing him to send it multiple times or you to miss it, not them to recieve it multiple times.

I wouldn't worry about it. If shouts are annoying you, filter them off, people generally aren't worth blacklisting over shouts. I like to keep my BL short and sweet to a list of people who are really assholes, that way I know not to help them for anything.
