I'm going to assume they mean Subjob quest items. Therefore I'm going to answer answer with no, you can not send them to another player.

It's possible to trade anything not marked with the "Ex" flag. Not all of these items can sent, however.

You can't trade them to other players. But you can trade them to the NPCs (or ???s) as necessary to the quests they are related to.
