Its equiptment you can't yet get.
Either something that was in there to test then abandoned or something possibly for a future release. Either its level will be lowered or the max level cap will be raised.

or maybe it's equipment that only mobs can buy :p
mobs don't have the lvl75 cap like we do, they can level till thier heart's content
