buying Conquest items from another nation

ok I am bastok rank 8. and this week we finally got to first place. I was excited since I could finally get my master caster bracelets. So I head to windurst guards and try to buy it and the only rank 8 item they offer me if master caster mitts. Then doing a little investigation, I noticed I can only get 3rd place items, even though windurst is in second place(and the bracelets are second place also). Now my main question is, is there anyway to get these items for a non windhurstian? And before you say AH, they are EX items(and yes I'm being offered EX items also).
