Frame rate has nothing to do with being fair over a 56 k connection.
Frame rate is not your in game character's speed, its just the overall smoothness of the world. You'd notice no in game advantage to being 30 fps all the time or 60 fps all the time.
The 30 FPS might be for another reason altogether; they may have done this so with a great system you'll always be at 30 fps, instead of being at 55 then sometimes going down to 34 and complaining about game performance. This way the game "appears" to perform better on a great system since its capped at 30 FPS. So as long as you always see 30 FPS with fraps, you'd be satisfied.
At least that is how I understand frame rate.

The human eye on average can be satisfied with 24 frames per second (this is what movies run at in theaters in most cases)
so 30 frames per second won't be the end of the world ...
bandwidth...
bandwidth has nothing to do with your pingrate to the server (those two little numbers in the top right corner)
Which means in theory, a 56k connection CAN have better latency than a cable connection, hence helping with lag..
Why i say only in theory, well it's mostly cos people like both, and in most cases the latency is low with broadband connections...
If the game is capped at 56k to make it fair, it makes sense...
Imagine the people who have the money to pay for a 45mbit connection (T3) so instead of having 2-3kb of info going to and from the server, they get their full (insert huge number here)... that would be sort of unfair... But the chances of that much information actually NEEDING to be transfered is next to none..56k cap does the trick for what the game needs to function, minus lost packets, lag spikes... etc..
Just about every online game out there caps the the bandwidth of the connections.. (frankly, I don't know of any that don't)
Battlenet does it (aka Blizzard) Valve does it (for CS or whatever) Quake does it...
Which goes to show that to play an online game, all that's needed is 3-4kb/sec trickling to and from the server, at a constant and reliable rate, and at a reasonable speed(latency)
It will be interesting to see in the future games that would make use of higher bandwidth..Short sig to make up for the super long ones <---

Movies and television can run at 24 FPS because of motion blur. Video games do not have motion blur...atm. Nvidia did have a version of Quake3 with motion blur enabled for demo purposes. The latest video cards can support motion blur, but the individual games have to code for it. Also, in FPS type games, 30 FPS may be fine when you're running straight forward, but if you turn/spin quickly, 30fps won't keep up with the rate of your turn, it will skitter. This is where the higher FPS has its biggest benefits.
As for the 56k cap:
It does help level the playing field, but in some situations it can be a big detriment to those who can utilize the greater bandwidth. When you're in an area with a lot of activity going on your bandwidth can become oversaturated: requiring more than the 7KB/s max that 56k can provide.

ok shut the expletive deleted up there is a great difference between 30fps and 60 so dont compare this to motion pictures.
There is a world difference between 30 and 60 in games, and that is the reason people buy good video cards; Good video cards = higher fps if your game allows it. Get it?
