Signet - Where are all of the locations to get it?

Other than the Outpost and guard in upper east saru, where can you get it cast on you?

At each nation, there are guards at all the exits available to cast signet. The guards that do this are designated by an abbreviated title (I.M. in Bastok, W.W. in Windurst, and I forget Sandoria's.)
Those guards will only cast signet on players from that nation.

If you're in another nation and want signet, you need to go to your embassy and there will be a guard from your home nation.

And then there are the outposts, as mentioned, but the outposts are only open based upon Conquest. Areas where beastmen are in control will not yield any guards to cast signet.
