Adventurer's Certificate?

I looked for this info but couldn't find it >_< does anyone recall how to obtain the Adventurer's Certificate? I thought this was for completing Rank 3, or maybe getting your Ballista License, but I've done both long ago, and don't have this furnishing. I don't think I would have thrown it away, so where is it? My brother has one, but I don't, and we've both completed basically the same things, and I was wondering if there was something I have yet to complete, or if in some display of stupidity, I threw it away.

Edit: In case you're wondering why this is here, I was wondering if this furnishing had any moghancement that would be beneficial to crafting, or anything at all really.

This item was from the spring event where you could get the chocobo wand. It's moghancement is Light. It helps you when synthing with light crystals. It's not too helpful, but if you're repairing a Lu Shangs it could be.

Ah, I guess that explains things. I did participate in the event, but the rewards were very random from what I remember. Were there any special requirements or was it just a matter of luck?

Actually not at all, since you cant lose Lushangs when you repair it with a light crystal. You can only lose it if you zone(airship or ferry) or are hit by an AOE while doing the synth.
