Crafting Skill Up Weapons!?

Some time ago I stumbled upon a crafter at the top of Sandoria's AH, when I turned to see him I saw NIN AF, and thought to myself "He must be wearing some cool accesories, I'll check them out", and to my surprise I see he's equipping a Katana that gives Cooking Skill +1 :confused: Never have I heard of such equipment, anyone have any information on these type of weapons?

The katana in question, Hocho, is an NM drop from Sozu Sarberry in the Temple of Uggalipeh, and actually gives Cooking +3. On my server, at least, it's only very rarely sold at the AH, and when it is, it goes for several million.
