Fishing after skill lvl 16+

So I got my still to lvl 16 and I wonder where to go from here. I've read Jugner Forest is good but at my lvl anything can agro and rip me to pieces there. Any safe place to fish for a RDM21 with a fishing skill of lvl 16?

RDM35 / WAR20 / DRG10 / DRK10 / RNG 10 / PLD 35 / BLM 17

Check out the Cheval River with a fly lure or trout paste. You'll get bites from Cheval Salmon and Shining Trout.
