I have just reached lvl 5 in fishing, and seem to be having a lot of diffuculty fishing moat carps all of a sudden. Before that i was having a relatively easy time fishing them. I m using a carbon rod and little worms, i know the skill cap for moat carps is lvl 1, does it mean that once you reach 11 in fishing you will be unable to catch them anymore?

Fishing confuses me since people seem to mix up "skill" and "level." or maybe I just get easily mixed up.
I take level to mean what rank you are at, through fishing exams. So level one would be amateur, skill 1 -7, while level 2 would be recruit skill 8 - 17. Or maybe they only call recruit level one, confusing me more.
So if you are level 5, you'd have some real insane skill.
The skill cap for moat carps is 11, as you say. I'm at 12 now and if anything I catch more moat carp than ever, so I'm not sure of what you are asking. All skill cap means is the point where you will no longer gain more fishing skill from catching that item, as far as I know.
Like I suddenly stopped gaining skill in fishing, because I was using insect balls which are only for moat carp.
When I went back to lil worms in West Sarub, where Dark bass are, which skill cap at 33, I'd occasionally get a skill up.
I got even more in windurst non-port zones using meatballs, which are for Pipira. Pipira skill cap is 29, but they seem harder for me to catch than dark bass for some weird reason.
Insect ball will catch moat carp with a lot more predictability than little worms, since the little worms catch a variety of other fish such as Crayfish/dark bass, etc.
For some reason the last day or so my fishing in general has sucked butt. The moon was waning around 69 percent which my friend said was a bad time for fishing since its kind of "in the middle." the best times are at full moon or new moon, like 90 some percent or around zero percent, i guess.

You're right about the 0% - 10% and 90% - 100% range being more effective. I've also heard that fish get dumber (easier to catch) at night. Don't quote me on it though.
