Go there and read the rules for this carefully. Capcom Unity is doing a survey for MVC3 DLC characters from the Capcom Unity community for a limited time, the suggestions likely floated to Capcom main offices at a later date.
Basically, you pick three Capcom characters and three Marvel ones. No repeats, no multiple votes. Pretty simple, but even that people have had a hard time understanding, so read the rules.
