See, you say it's broken, and I say it is welcome. From where I'm sitting with Dynamis attendance slowly dwindling it is becoming increasingly more difficult to even justify the low price of 500k entrance fee when only 10 people show up. Granted this isn't always the case but I'd say of the last 30 possible runs, excluding scheduled holidays, we have had to skip 8-10 due to low numbers. This is where you will probably say "you should merge with another shell". I have been in the shell for 3 1/2 years, I like the people, and I don't want to start over from the beginning with a new shell. The shell itself has existed for 5+ years and it would be a shame to see it get killed. I am looking forward to this level cap increase. If that makes you unhappy, I don't care.

Maybe, but nothing they've said so far really points to that. Personally, I believe it is to make it easier, as in make it so that people who don't already have CoP completed can get it done.

Imagine a party of 6 (or less) taking out Dynamis Lord, or Vtra. The whole game as it stands revolves around the idea that 75 is the top. The whole game as it shits now is broken in December. Completely broken. Level sync didn't come anywhere near that.

Of all the things there are for S-E to forget about when increasing the level cap, it'd be silly to think that they'd forget to put in an even remotely reasonable method of getting there. Yes, you could level to 75 with just the base FFXI. Up until now that his how the game was designed, revolving around a maximum level of 75 which is what they had always stated as would be the maximum.
Now they threw that out the window that the same time as they announced 3 new addons that introduce new areas. Coincidence? There is nowhere in the game where the normal mobs are hard enough to give experience worth leveling on from 75 all the way to 99 which pretty much suggests that they are going to have to add new areas with harder mobs. The only areas they have hinted at adding are with a paid add-on.
Previously they have never required an expansion to level up. However previously they have also never released an update that pretty much breaks all balance that came before it. I say that it is a valid concern that they may be requiring the purchase of the new addons in order to level to 99, or at least level to 99 with your skills up to snuff.
And if they do require it, that's a pretty dickish move.

Mm, I would point out that the Genkai quests don't require Rise of the Zilart either. It would actually be rather astonishing to require a late-game mini-expansion for cap increase quests given that there is no single greater basic capability distinction than level.
Some might not see the unprecedented nature given the playerbase has its own expectations (i.e. prior to level sync you must have RotZ to get past 25 because Elshimo is where that's done, same with 55ish and ToAU once meleeburn became the one true xp party type) but SE has never obviously tied levels to expansions in an exclusive way. True, the cap hasn't been raised in a long time, but I think the best analogue to more recent content is job adjustments. You don't need to have WotG to get Afflatus Solace/Misery or Composure; you don't need ASA or MKE to get Avatar's Favor.
