My fishing skill hasn't increased.

i've been catching moats for some time. i wore fishing gloves which take me to lvl 11 in fishing skill. i recently got a new title at guild and went to mhaura and started catching sardines and globes using a mithra and sabaki rig, after many fish in mhaura my skill hasn't went up. While wearing the fishing gloves now my skill shows 10 when before it showed skill at 11 What should i do? my equipment is mithra and sabaki rig. someone has suggested using a single hook and lugworm but that didn't help either.
