Do you need all 3 feathers from tier 1 before you can enter tier 2?

I'm pretty sure everyone needs all 3 feathers to access tier 2.

Yep, All 3 Tier I to get to Tier II. All 3 from Tier II to get to Tier III and all 9 to get to Odin's Chamber. They however did ninja update it though. After getting your 9th Feather you gain a key item that lets you have access to the 9 chambers without having to get the feathers again. (Originally it was stated that Odin's Chamber had to be cleared to gain this item) However you still need all 9 feathers to gain access to Odin's Chamber, as they are lost on entry. Victory means 1 Odin specific item and 3 Abj (pattern seems to be 1 body, 1 head/hand, 1leg/feet)
