Here's what I did:

I got the outpost to Cape Terrigan and basiclly hung out there. There are several Goblin Bandits that are nearby so you can run out then Steal and Hide...after that you can chill out in the outpost untill the timers wind down. If one of the 3 nations owns it this week it's also really easy to warp back and forth...and thereby get to Jueno fairly quickly...

Pretty much what 711 said. Tonberry Shadowers from Temply of Ugg.

Best spot I found to be the area just outside the zone from Sozu Rogberry spawn.
There are 3 Tonberry Shadowers and one miscellaneous Tonberry roaming the grounds.
