Dont worry to much about Quests are now..you just started. I had a war subjob also, so even with that help, it was still more trying than leveling my warrior without a sub.
My advice would be to head to palbrough mines. This way you can fight quadavs which can drop shells, sheilds, and gil.....all of which will help finance your armour and weapons.
I hit lvl 11 in palbrough and then went to La Thien (near Sandoria), this was a mistake I feel. With my warrior, I could solo stuff pretty easily, but the thief had a lot of trouble. Also, in palbrough you can make a lot more money, also increased by the thiefs passive "gil finder" ability.  Name: Susano

You dont need to do a Quest to get out of Bastok. anyway, im a lvl 11 thief and ive been using a dagger the whole time =P (which doesn't make things easy but im sticking to it to have a high skill later on). I'm having a hard time lvling cuz even though im wearing best lvl 11 armor available and am using the best dagger available, I SUCK. I die in palborough mines (at top of east end of north gustaberg off bastok) if i encounter something just a little too tough and get too little xp from other stuff. I'm struggling to get to lvl 15 so I can get good (hopefully i'll be good) and it isn't easy. Death is a good ol' friend of my thief.
My point is, it isn't easy lvling a thief no matter where you go, they're in a type of "no man's land" as far as strength being too strong for the weak'uns and too weak for the kinda strong'uns. Actually, you better use grapple in my opinion. The dagger skill can be trained later no problem (just find a skill up pt).
Fuiuchi Combo WS from grapple can deal like 120dmg+ if i remember correctly. Especially you will be using that in renkei most of the time, so you will get the dmg from renkei like 80 more or something.  Jeeb the Dancing Thf~

I used a sword until about level 20. Reason for this is that swords hit much harder, and once you're fighting harder things at level 20, leveling up your dagger skill to max takes all of a couple hours, it's not that bad. So for lower levels use a sword to get the damage, lower level thieves need all the damage help they can get.
I spent most of my time on the hills killing sheep and goblins, and then moved west to the "Fumaroles" area. Leveling took a while. After a while, like at level 14ish, I went to Konschtat Highlands (N of the W NGustaburg area) with a party of three (myself, monk/war/ and whm mostly) and killed sheep, goblins, and quadavs there (watch out for tremor rams).
Once you hit level 15-16, head out to the Valkrum dunes (N of Konschtat) and see if you can find a party and make it to Selbina. Fight snippers in the dunes area with a party (never solo, never never) until you get to about level 20.
If you want to, the Shakrami Maze, north of Windurst (north east corner of Tahrongi Canyon) has Maze Makers, who give you ~150exp per kill in levels 15-18, if you can get ina good party.
These areas outside of Konschtat (ie, selbina, mhuara, tahrongi, shakrami) are very tough, especially if you're solo. After levle 14, start looking for parties, and spend most of your time in the Valkrum dunes (just outside of selbina), or in the Shakrami Maze.
Oh yeah, to get to Tahrongi canyon/shakrami maze, take the boat from selbina to mhuara, and head NW out of mhuara.
