ARE skills! Oh and you are telling me that skills like evade, holy magic or singing are all weapon skills???
I'm not flaming on you but your post just didn't make any sense at all.
Also, the letter grade represents a skill level number CAP. So, a summoner with an "A" might have a 200 skill instead of 212 (if it was A+). Maybe they didn't feel the summons needed that extra power and were strong enough with a regular "A" rating. That's probably why Bards only have a "C" for singing and instruments, that 175 skill is high enough and they would be too powerful if their singing skill was 212 or something.
NOTE: I'm just throwing numbers out for example (that's why I didn't mention job levels). The skill level number cap changes every level. I'm just using 200, 212 and 175 as examples.
