You realize that the NQ only doubles to +2 DA then, as opposed to +10 on the Shogun right?
As for O.Kote, while they were helpful on my SAM in the early stages, I recently sold them and I'm honestly not noticing that big of a drop in performance. That's just crazy. Unfortunately I don't recall if I had 100 or 200 TP (I know it wasn't 300) but STILL O _ O; Soboro's base dmg is very weak. if you're looking for other hands to use while tanking: I recommend Horomusha and/or Noritsune Kote (depending on level). there's several other good pieces as well, but they're mostly EX (I'm looking at you, Askar Manopolas) Seiryu's Kote might have theoretical potential as well in an AGI based tanking build.
that said: it's generally accepted that o.kotes are the standard until such time as you can get a pair of bandomusha kote, at least as far as general melee sam/war sam/thf goes.  Grant me wings so I may fly;
