 |   Seigan and Third Eye merits...
Was just screwing around with the idea the other day, but I thought I'd save my merits until someone knew anything about it lol With Seigan up, do the third eye merits still decrease the timer by 2 seconds each, so when fully merited giving it a 20 second recast? Just wondering  If this has already been discussed, just give me a link and let me be on my merry way.
