However, at the early levels, even Dual Wars have successfully tanked by being able to trade off damage and such. After Garliage though, I wouldn't recommend it unless you had top of the line HQ+2 gear and maxed merits from another job.

My parry is currently at 246 on my NIN, about 23 levels away from cap. I also play Samurai, and I did even try to tank in a PT in the 60's because of the piss poor PLD who was eventually kicked from the PT.
I did decent, my gear included some of the following:
Arhat Gi (Provoke), Myochin Domaru (For tanking), Haubegeon (WS).
Jelly Ring, Vigor Ring
Pretty much all of the Myochin armor, and I used Rice Balls for the added defense.
Drone Earrings to boost Parry
Did it work? Yeah.. as much as a one legged man in an ass kicking contest worked. I'd say that the biggest issue was initially establishing hate on the mob. But after 2-3 provokes and a WS (Albeit not great), I had hate to where it was comfortable.
I didn't parry nearly as much as I should have having capped parry, but it was decent. Sadly, parry isn't nearly as strong as it could be. No, simply because parry doesn't have near the proc rate to be an effective tanking tool by itself.
The reason why a job like NIN makes such a great tank is the fact that almost all single-target attacks, and even some AOE attacks cannot bypass Utsusemi. Any decent NIN can constantly keep Utsusemi up, making them virtually invulnerable. A SAM's parry skill does not have this kind of dependability - not even close. It's just an innate ability that only very occasionally fires off, even if it's capped.
And call me a naysayer, but if there was some way that a SAM could effectively tank, it would've already been discovered.  All Nations: Rank 10

At fan fest, someone asked if they'd increase the tanking capabilities of Samurai. The Devs looked honestly confused, then replied, "SAM was never meant to be a tanking class. It should be a well known fact now, since it has been posted in numerous locations.
