Ok so it's not buetiful, but it still takes knowladge and experience to pull off. Try to refresh 6x people without refresh ever wearing off on any of the 6 or skipping anyone and not having to convert every 10 min. If you can do that @ 75 you know what your doing, if you can do that @ lvl 41 your an artist.

Back on topic, I agree with those who decide who to refresh, when, and how often, based on the way the party is setup AND the way battles are flowing. RDM is a complex job, and we have a lot to do, and so at least for me, a lot more influences the way I run my refresh cycle than just what job someone is. If I plan to make it a regular thing to skip someone in the refresh cycle (such as a DRK who isn't using much mp) I try to let them know this, but also make sure they know they will get refresh when they need it. This usually avoids the (rude) tells asking for refresh that some members will start sending the first time you don't cast refresh on them, not even giving you enough time to prove that you will do so when needed. Well, that's my 2 cents. (You can decide whether it's worth that or not )
