Prior to level 28, it's difficult to say what would likely work best. There's not a lot of differentiation of subjobs at lower levels. Anyone know offhand if any /MNK offerings affect ranged attack? I went with /WAR myself, it's a good default when a clear choice doesn't present itself.
At level 28, Archer's Knife becomes available, which makes a big difference to your Ranged Accuracy. This is the point where everyone goes /NIN and dual-wields Archer's (from 30 you can wield 2x Hawker's for a bit more as well).
From there, experiment a bit. You'll really want all that RAcc at first (yay actually making a ranged WS w/o Sharpshot :p ) but at higher levels the need will diminish, and you will want to consider moving back to /WAR to optimize damage.

If you're not getting swiped at while on RNG/NIN, then you're not doing enough damage--switch to /WAR. If you're getting hit badly while on RNG/WAR, hold back a bit, or switch to /NIN.
If you are moving the monster around too much and screwing up SA, TA, or SATA, then you're mess up the party--do less damage. If the critters are casting mega-ga spells on you and you're hiding behind the WHM, don't. >_>; (Read: "Please do not MPK the mages--stand elsewhere.")
If you're not a great puller (e.g. like me) but is asked to pull, then just stay on /NIN and heck with it; dying on pull because you snagged your shoelace on a rock is darn embarrassing.

it still provides some defensive capabilities like nin does, and also gives you some added dd attributes too with meditate and store-tp.
/nin is terribly weak when it comes to DD and probably best for pulling during xp.
/war is a power house however, you're left to your cloth armor to defend yourself.
in merits, i use /war or /sam. i hardly use /nin anymore. for hnm/sky/sea i use mainly /sam.

like toki said, when u know how ur tank performs. also, in merits since mobs die so quickly, any decently equipped rng can be able to take anywhere from 30-60% of a mobs life. or anything you try to zerg.
I started using /WAR at 35, when I could equip the next line of racc rings and Drone earrings, because my main concern was my accuracy. So long as I had sushi, I never had a problem hitting, so I went /WAR after 35 whenever the opportunity presented itself.

There is no "best" over all sub. Each sub has it's place;
NIN: Safer pulling and you can afford to pull more hate than you would with other subs. High accuracy from dual-wielding ranged accuracy knives, but at the cost of lower attack power. Eat ranged attack food for this sub and not sushi. Viable from levels 24+
WAR: The bread and butter DD sub. Unless your tank sucks, you should be just fine with /WAR in EXP. The trick is in pacing yourself. For example, if the mob is at 20% life or less, it's quite likely that berserk + barrage + sharphot (for accuracy on the barrage) will kill it, especially if you're using bow or gun. As long as you don't get all Rambo you'll be fine. Either eat attack food to really pile on the damage (not recommended unless you know what you're doing and can land shots just fine) or stick to sushi and let berserk compensate. Viable from levels 30+
SAM: SAM sub is kinda tricky. It's not a good idea before level 60. From 60+ however, you can use a Fire/Vulcan's staff for STR and ranged attack boost and to trigger Hasso and Seigan along with Meditate. Not sure what food is optimal so I'd decide based on mob evasion >. >

Without Trick Attack on the tank, I've never seen any NIN tank managed to keep well setup RNG/NIN's from getting hit by bird type monsters, and even PLD/WAR's had trouble.
RNG/WAR's may not be appropriate for Colibri or even Crawler parties without THF or someone else for TA... Those mobs are just too squishy for RNG's. Either that, or every Ranger in PUG I came across were wanton DD's with complete disregard for party efficiency and their own safety...
Of course, I'm no RNG, so listen to others first...

On merit PT:
No tank can hold your shot if you do RNG/WAR red curry and berserk
/NIN most of the time is the best for me. While I stole the hate, I still can fire off 1-2 shots + 1 melee round and it works very well on merit PT when mobs down in 30 seconds. If you're only depends on shooting, you can only get to WS twice~3 times per mob. While with RNG/NIN you can average closer to 1 WS/fight
