This might be a silly question, but what does Barrage really do?

fire a muti shot of arrows or bolts, i think anywhere from 2 to 5

Yes, and no. Accuracy with barrage can be kinda meh sometimes. You can be connecting shots all day long, then you use barrage and totally miss.
The way it works is it fires one shot, if it lands it fires the next, if it lands, it fires the next, so on and so forth. This is all done in a split second though, so it only takes the time of one shot.
There is a maximum number of shots that can be fired, and that number changes with your level.
30-49(also heard its to 54): 4 shots max
50(or 55)-69: 5 shots max
70+: 6 shots max
With hunter's bracers +1: 7 shots max.

you need to know that barrage is unlike multi-hit WS, its accuracy is lower due to you must successfully connect the prior hit
for example.. 5-hit WS can have this kind of occurrences:

hit miss hit miss hit -> 3 hits
miss hit hit miss hit -> 3 hits
hit hit hit miss hit -> 4 hits

but in case of barrage, those occurrences become:

hit miss -> barrage stops, it hits for 1 hit
miss -> barrage misses
hit hit hit miss -> 3 hits

Yes, barrage will just be used on your next regular shot. The only JA that cancels Barrage is Unlimited Shot. Those two can not be active at the same time.

Well, if the other melees or BLMs weren't so intent on getting the killing blow and just let RNGs have it like they rightfully deserve, it would never happen

Actually, there was an update, I believe it was this summer, where the wording displayed for a barrage shot and the subsequent hate gained from it was screwed up.
It wouldn't say
"Caspian uses Barrage.
The Super Bats take 800 damage."
It was just activating like normal and saying:
"Caspina's ranged attack hits the Super Bats for 800 damage."
Thing is the 800 damage didn't register as normal hate for doing 800 damage. It just acted like a normal shot. It was only like that for a couple days before they patched it, but it made those couple days of xp'ing in pickup parties pretty fun. Make sure the party could see my damage on a pull and laugh as the tank nearly has a heart attack, then suddenly get very confused when a single voke or flash takes hate.
Ahhh, good times.
