It's called post-update fallout. Same thing happened to Dragoon, and we're still recovering.

Well, getting a chance to try the change now since this update I have to say I like it a lot. This definatly sorts out the crappy RNGs from the better ones. I'm still getting damage usuall to what I always did and in some cases I've gotten above what I use to, I religiously play RNG/WAR though not RNG/NIN which seems to be the ones I've seen complaining.

If what Macht says does indeed hold true, perhaps RNGs can begin to use Guns and do damage much more above normal, but just have to fire less to keep hate from shifting too much. If this is true then perhaps the RNG nerf isn't too bad, but ultimately boils down to hate management ^^
