Weapon Delay and Damage

I'm an ex-EQ'er and am looking forward to the FFXI release for NA. I understand the dmg/del on weapons in Everquest- i.e. a 23 32 will do "23 damage" every 3.2 seconds. But i was looking at some weapon stats for FFXI and i saw 31 257 for example. How do u easily calculate if that weapon is fast? In EQ that would be hitting every 25.7 seconds (without haste).
Is a 31dmg/257del weapon hit "31 damage" every 2.57 seconds?
