Can I do other nations quests/missions without belonging to them?

Id like to do some more quests/missions but do I have to belong to the country that I want to do the missions for?

Also, could you guys link me to anyother English sites (besides this one) that has some great quest and/or mission info that this one doesnt cover.

You can do quests in another country even not your own except for missions.
For example I am from sandoria- i can only do sandorian missions, but i can do quests from jueno, sandoria, windurst, selbina, mhura, and bastok.

But if you decide you dont like your country just get 10k and move to the country of you choice.
However, I not who to talk to.

I moved from windurst to sandoria as soon as I started the game.
I have my windurst conquest ring as well as a sandorian conquest ring.
i got my san ring due to that fact that when sandoria won recently, I paid 4 k conquest points to get it.
