Race Equipment Question

Hey all! I was wondering what the requirement is to unlock the quest for Race Equipment. Thanks again for the help!

Need to have suitable fame (quests done) to be able to accept it.

I have heard you need 30 quests done- Does this include only your home kingdom or all kingdoms? Also, does it include repeatable missions?
