Venerer ring quest...question

I've been trying to get the venerer ring for a while, and now I'm going to quest it. I have rank 4 Sandy/Rabao, on PM2-3 so I have Lufaise Meadows unlocked. However, I still cannot flag the quest. Any ideas on why not?

Have you talked to Rudolfo near the Auction House (J-7) in Rabao?
